exchange/area code confusion

I don't know if they have done it yet, but I know that
New York Bell is also planning to use "area codes" as 
exchanges in New York City.  

The reason is simply that they ran out of exchanges.
To make a call out of the local area code you now have
to prefix the number with a 1.  Something you didn't
have to do until recently.
