    Before MIRV, first-strike didn't make sense...

I have heard that during the SALT I negotiations the Soviets were
strongly in favor of banning MIRVs, but the US objected because we
slightly ahead in that area.  Does anyone know if that is in fact the
case? If so it seems sort of short sighted of the US. Or is there
something that I am missing?
