More Russian intentions
First strike weapons are not automatically to be used against
the Soviets.  There are other (and possibly less stable) powers;
and it might well be desirable to have the "surgical" capability
for disarming them if they acquire a couple of nuclear-tipped
missiles.

Defense of Europe on the ground with conventional forces is
probably impossible. US seeks to deter a bit more than a strike
against the USA; we also would like not to see the Russians on
the Rhine, or at the Pyraneese [sp].
