More on wasted transmissions
Several people have suggested tagging each message with a site
and serial number, to identify duplicates.  The current news system
already does that; the problem is determining before transmission
starts whether or not it has already been received.  We wish to
strict to vanilla uucp protocols, which means that "news" can't
get control before an article is sent.  Does anyone have any ideas
on how to solve this problem without changing uucp?
