Not only do bulk transfers result in high long-distance bills (which are real money and cannot simply be shrugged off as "system overhead"), but they also have a considerable cost in the time expended by the people (i.e., me) who have to babysit the connection while it's active. If either of these costs gets excessive, unpleasant and undesirable restrictions will have to be placed on net usage. P.S. Don't assume from the volume of traffic that comes through on the network news right now that a few more thousand words won't be noticed; I expect we will have to cut back sharply on the news traffic as soon as the bureaucrats see this month's phone bill. P.P.S. A reasonable estimate for network throughput is 1500 bytes/minute.
