duplicate articles due to concurrent inews.

I have two sources of news (houxg,houxe) which sometimes send me news
at the same time (within 1 second). The result is two items in my spool
directory which are the same. The problem is due to NO lock on the history
file. My only solution is to put a sleep(rand()%5); into inews (i don't want
to!).
