backup tidying finished
Rebuilt the /backup/fulldumps file to reflect the appropriateness of
the next tape-saving backup saving all tapes rather than just the
ZOO ones (recent problems with tape rotation got the fulldumps file
out of sync).  Also cleaned up the mkfulldumps program that builds
the file.
