PLATO(tm)'s solution

CDC's PLATO(tm) system has "notefiles". Notefiles are very much like newsgroups.
Their solution to keeping users informed as to the purpose of a notefile is to
have a permanent "policy" note. The policy note can be read by anyone wh
wants to know what the note file is about.

Maybe a "P [ newsgroup ]" option can be added to readnews to display a policy
note. System administrators would have to post (own) these notes.
