Pournelle Bill Haynes of aerospace corp proposes that Congress ought to put up a PRIZE of $200 million for the first commercial company to repair a satellite in orbit and restore it to operation; and something like $2 billion to the first company to use some reasdonable quantity, say a ton, of lunar (or any extraterrestrial material) (in situ) (ie not a fallen asteroid) in a commercially successulf product.
