Answer to question no. 2)
	In VAX/VMS V2.x you cannot change the volume label of a disk without
initing it...However, in VMS V3.0, there is a new command, SET VOLUME
with many qualifiers, one of which is /LABEL=foobar.  Sorry, but it appears
that you will have to wait until V3.0 (this summer?)
