Laws banning such babies are a big subject of debate up here - You Americans
have something to be worried about.  The government tried to pass laws
to ban owning such dishes, and even began confiscating some.  They got
so much bad press and trouble in the courts that they have backed off, though.

There is some precedent - in most places it is illegal to have a receiver
that can decode police scrambler systems, or to even have a police band
radio in your car.
