The Swedish equivalent of ARPA/USENET news, called COM, had this problem when the data inspection board said that, because of the lack of security on the system, nobody could discuss "their own or other's" health, religion, or political beliefs. It was subsequently pointed out that this is contrary to Swedish constitutional guarantees of free speech (similar to those in the US) and the rule was subsequently revised.
