Setting NOECHO on VMS

Forgive me for my question that is probably sadly ignorant.  I don't have
reasonable access to enough manuals.

Is there a library routine that sets the terminal to noecho mode?  If so,
in what library?  I am currently using a CLI_INTERFACE command that is
slow and requires GROUP privilege (undesired).
