It may be obvious, but Tom Moran, and Stu Card of PARC have developed and verified a keystroke-level model such as you describe, in particular, it incorporates the 'mental' time which you so correctly point out is critical to the productivity issue. Their work has been published in CACM in the July, 1980 issue pp. 396-410.
