network to 70, 750
The network connections to the 70 (utcsstat) and 750 (utcstvax) are
now running at 1200 baud polling once an hour most of the day.  They
seem to do ok, so it is now kosher to use them for mail and so forth.
Bear in mind that they are subject to the same scheduling vagaries
as the CSRG line.  In particular, the utcstvax link is often blocked
during the day because all the 750's lines are busy.  Delivery within
24 hours is pretty much to be expected;  quicker service than that is
common but not guaranteed.
