There are two conversion problems present in changing
the news system.
	1) how to convert the users and the existing
		data base of a specific system.
	2) how to get systems running the 'new news'
		to be able to talk to the present version.
I have no specific comments on number 1.  I suspect that it
will be fairly straightforward but messy.  Number two
may pose some problems.  Getting the existing news to
transmit articles to the new one won't be hard, because
news is happy to use ANY program for the transmission
process, and we can write one that converts to the new
format.  Hopefully the new news will be equally flexible.
