Whatever the defects of a country that kills people who are not its
citizens, one which kills its own is much worse, since the only excuse
for government is the protection of its citizens.  A government which
massacres them instead is not a government but a cancerous growth.

I have no idea what you think "democracy" means, but it refers to the
process by which decisions are arrived at, and has little or nothing
to do with the decisions themselves.  Thus, democracies have waged
war, including civil wars, established concentration camps, and done
all sorts of disgusting things without stopping being democracies.
