enhancements to uucp L.sys parsing

We have made two mods to uucp having to do with
the L.sys file:

   - The ability to deal with arbitrary binary characters as part
     of the login sequence, which is useful for terminal switchers,
     especially our own home-brewed one.

   - A more flexible date field parse routine (ifdate in conn.c).

An example L.sys line for randvax might be:
randvax Wk1800-0630,SaSu ACU 1200 2135551212 "" \015\c SYSTEM: v\c ogin: foo ssword: bar
