dump more tolerant
Dump(1) has (finally) been fixed so that it does not curl up and die
if presented with a mismounted (or no-ring) tape;  it complains and
gives you a chance to set things right.  Its patience is limited to
about 5 tries.  This change was in final test when the tape drive
broke three weeks ago.
