I thought NET was dead?

A couple of news articles just came over originating from ucbvax;
I thought it was particularly interesting that even though recent
net articles from there said that NET was not to be used, and anyone
who did was in violation on Usenet standards.  I guess someone didn't
read their own news submission?  

Is NET dead?  What did "new" news sites do with this article?
