More than likely the problem that you are having is that the stock 
systems on the tape have the OLD interrupt vector value of 330
(or thereabouts, I don't have ready access) and your drives are
set for 160(?). When DEC first introduced the RL, the vector was
in the floating range, and then they changed their mind. We found
this when updating an RT-11 system (ugh) some time ago, all of a sudden
the RLs wouldn't work. I had forgotten about it until 2.8bsd. The
fix is to flip the switches on the RL controller to whatever it says
in the 'setting up' document long enough to recompile a unix with a
new l.s.
