A "solution" would be to remove this stupid code from the
kernel and fix /bin/mail since that is where the bug is.
As was demonstrated by the person from purdue no amount of
turning off the set[gu]id bits was sufficient protection but
a simple fix to /bin/mail not involving the set[gu]id bits
fixed the bugger.
