suggestions
It would help local installers if game-writers who don't want to give
out source (and even those who do) supplied .o files and called routines
userinit(uname, gname) at startup, and usertick(uname, gname, timeused)
every now and then.  These could note the system load, and take appropriate
action at sites that need to restrict games playing.
