Proxmire syndrome

Cuts in NASA'a future budgets may shut down even the
Voyager II program, scheduled for a 1986 rendezvous
with Uranus and then Neptune in 1989, though this is
unlikely.  The STS program is considered immune because
of its military capabilities.
