Here is just a little tidbit of information of what would
happen if RM-3867 is adopted without change:  Future Advanced
Class licensees would have fewer privileges than present
Generals!  This would constitue a 19.5% reduction in their
allocations, while the privileges of Generals would be
diminished by some 26%.
