psargv(3) -> execargs(3)
The psargv(3) argument-list-display feature's user interface has changed:
it turns out Bell did provide a user interface for it, although they
neglected to document it.  See execargs(3).  psargv(3) has been removed.
init(8), getty(8), and ps(1) have been fixed appropriately;  installation
of the new init is (of necessity) delayed until the next reboot.
