Title: new version of -ms macros takes up residence

The locally enhanced version of the -ms formatting
macros has been installed.  The source and makefile
reside in /usr/src/tmac.s and the `crunched' version
is in the usual place -- /usr/lib/tmac.  The official
release (announcement) and documentation will follow
in a few days.
