All of the things that you mentioned (I/O redirection, etc...) are
performed by the EUNICE runtime system.  Unfortunately, the VMS FORTRAN
runtime system bypasses EUNICE entirely -- so there is nothing that
can be done by EUNICE to make these features work for VMS FORTRAN.
