Title: wanted: utilities for "refer"

We are using the refer system to maintain a bibliography of
references on Artificial Intelligence. So far we have been unable
to locate the utilities to update the data base (pub.chg, pub.del,
pub.run). Does anybody know if and where they can be obtained?
