Dec has just announced the Micro/j11 - a PDP 11/70 Cpu on one chip.
It appears to have the complete 11/70 instruction set & memory management.

Features:
	read access time : 200ns
	write access time: 400ns
	ADD R0,R1:	   200ns
	Vcc		   +5v
	Max Power:	  < 1 watt
	60 pin package.

It should be avaliable in about 1 year.
