     If changing names or naming children is really an issue, then I
can see only two really fair solutions: (1) both partners choose a
mutually-agreeable last name and BOTH switch to it, giving the
children that name; or (2) each partner keeps his/her original name,
and they choose a mutually-agreeable last name to give their children.
