Bill,
     We had exactly the same problem with VA3481 modems and
VA821+VA831 autodialer/adapters.  I am assuming that you
are *not* using the MACS chassis.  The problem is not in
your software.  Neither, as you might guess, is it in the
modem .  The problem is a set of micro switches in the
autodialer!
     The switches in the autodialer control when control of
the telephone line is passed from the dialer to the modem.
A pair of switches select one of the following:
	1) when a Racal-Vadic carrier is detected,
	2) when a non-Racal-Vadic carrier is detected, or
	3) as soon as dialing is complete (do not even wait
	   for answer).
You want the third option if you will be calling both Vadic
and non-Vadic modems.  Sorry, I don't remember which
micro-switches or the actual settings.  Call me if you
don't have a manual and I'll look them up for you.
