We have EMACS.EXE, EMACS.DOC, and TERMCAP. on our VAX running VMS 3.0.
When I try to run Emacs it responds with 'No user specified terminal type'
or somesuch.  EMACS.DOC doesn't seem to say anything about this.  What am
I neglecting?  Do I have to DEFINE or ASSIGN something?
