  If you are deaf but can read Morse code at 20wpm by taking the
output from a shortwave receiver and plotting it on a strip
chart recorder, are you eligible to obtain an amatuer radio
license?  Or is it illegal for deaf people to get a license?
If anyone knows the answer, I would appreciate finding out.
