Ishkra 3, the Russian amateur radio satellite launched last month from
Salyut 7, has been heard with its transponder on. Frequencies:

uplink: 21.230-21.270 mhz
downlink: 29.580 - 29.620 mhz
beacon: 29.583 mhz

The telemetry identifies as RK03 in cw.  If the "R" channel value is
other than 00, then the transponder is on.
