I just figured out Dense Pack:
The full plan is a dense pack surrounded by an abm or laser or particle-beam
weapon system, costing much money.
First they build Dense Pack, THEN they "find out", "Oh, no, fratricide
won't work.  We have to build this nifty abm/etc. system."

The Old Army Game, I beleive it's called.
