For the benefit of you Journal of Irreproducible Results (JIR) readers:

The quote on page 10 of vol. 28 #2 (1982) is from the same guy who
testified to congress recently, Frank Spinney.  (His boss & Weinberger
didn't really want him to testify.)

Here is the quote:

		The evidence presented reveals that:

		Our strategy of pursuing ever increasing
		Technical Complexity and sophistication
		has made high technology solutions and
		  combat readiness mutually exclusive.
