The Federal Excise Tax on phone service history:

	1914 - First imposed by the War Tax Revenue Act
	1917 - Re-imposed upon U.S. entry into World War I
	1940's - Re-imposed at a level of 25% of long-distance bill
	1966 - Re-imposed at a 10% rate
	   Wilbur Mills, ""It is only Vietnam which makes this bill
	   necessary."  Cong. Record 2/23/66
	1983 - Raised from 1% to 3%

According to the FCC, 100,000 people withheld telephone excise taxes between
1971 and 1972.
