Thanks for the replies.  I got quite a few of them, all giving
essentially the same explanation of what birth control effectiveness
rates mean.  I had heard this definition elsewhere, but didn't know how
"standard" it was.  However, it doesn't state how often during the year
the 100 couples using the method have sex, so it would seem that there
is still an uncontrolled factor involved.
