Installed the receiving end of John Levine's news batching system
(the "old" batching system, not the one that came with 2.10).  Also
altered uuxqt to permit remote execution of the one program involved,
bnproc(1).  This is the last software mod (I hope) necessary for us
to switch news feed from "decvax" to "linus".  Installation of the
rest of this batching system, plus better documentation (bnproc(1)
is pretty sketchy...) is coming.
