This is a ``service'' provided by some mailing--list Arpa--related system. These garbage messages are being bounced around on 500 machines at considerable expense in phone bills and machine time. Nobody wants to read them; I suspect that most folks don't even want to SEE the damn things. Why are it out there? Because of a brain--damaged interface between two very different network systems. ``Return to sender--message failed messages'' shouldn't be gatewayed BACK from a mailing--list system to a bulletin board system.
