In response to a request in net.sources,net.unix-wizards I have
posted the source and manual page to a program called "format"
which was developed here at Raytheon.  Basically the program
scans through an nroff source file (or list of files), determines
what macro packages (ms, me, etc) are used, what filters (tbl,
neqn) are needed, and then goes ahead and formats the files.
Several options are available, but see the manual page if you
want to know more.  I also posted a related article to
net.sources,net.unix-wizards.
