Try teaching a second grader who's learned to add and subtract (you can subtract a larger number from a smaller number!) about negative numbers. The background is not there. Likewise for sex ed. Until kids start to become interested in sex, sex ed is useless. Unfortunately, everyone becomes interested in sex at different times, thus making it difficult to schedule a sex ed class. Therefore, for purely administrative reasons, parents are the best sex ed teachers. Personally, my father took me aside long after I learned about sex on the streets and asked me "If there was anything I'd like to know". I replied "No", and he was relieved. Oh well.
