Many thanks to the many people who told me that the files in
/usr/lib/font are character width tables for troff.  Everybody
who responded told me to look at the source to figure out the
format.  I don't have a source license; my system is all binary.
Can someone please tell me what the format of these files is
so that I can make my own files for my printer's fonts?
