The package has been reworked to speed up the startup time.  The basic
module is now 40% smaller which results in a ~30% reduction in startup
time.  There will be no significant change in the total time taken for
a long document, or for one that is spooled for printing.

In addition, several new set instructions have been added:

	.SE DEPT "New Department"	- to reset dept. on thesis title page
	.SE NHL n			- set nested heading level to start
					  at n rather than 1.
	.SE FNNUM n			- set footnote numbering to start at n
	.SE TPNUM n			- set title page number to n (default 0)
	.SE FPH				- put running header on page one
	.SE FLS n			- set footnote line spacing to n
	.SE QLS n			- set  quote    "     "      " "
	.SE TLS n			- set  table	"     "      " "
	.SE NPLS n			- set next page  "    "      " "
	.SE FSSP n			- set footnote separator spacing (the
	.SE FNB n			- set footnote blanks (# of lines
					  between successive footnotes) to n
					  space before the separator line) to n
