A commercial jet taking off against the prevailing traffic would be
for one of two reasons.  Either there is an obstruction that cannot be
cleared (jets taking off from Lake Tahoe will depart toward the lake
regardless of wind), or more probably, for noise abatement.  A jet
departing from San Diego toward the city would fly low at full power
over resindential areas.
