What if it was? I don't see this as saving time. All it means is that the fifteen people you had to talk to and bring papers to would have to be mailed to and access keys on fifteen different machines would have to be checked. Bereacracy exists to implement strict hierarchical systems and it doesn't matter if it's on paper or in bits of data buzzing along a phone line. It isn't the technology, it's the system. Frank Adrian
