Reminds me of what my dad calls "Texas offramps" - there most freeways have service roads on both sides, separated by some grass. The onramps and offramps connect to these service roads, which often parallel the freeways for many miles. At any area that tends to be congested, there are little dirt tracks going from the freeway over to the service road, and sometimes back again. They are heavily used during rush hour....
