Virgina, Ohio, and many (hopefully most) states have made
it illegal to

      1) Drive in the left (passing) lane if not actively
         passing a vehicle.

      2) Pass a vehicle in the left lane by moving into
         the right lane.

These would only apply to a dual divided hiway, and probably
to a limited access ie. Interstate hiway.  Ignorance of the law
is no excuse for breaking it (that's what my momma tol' me...)
