The law and insurance companies are clear about one thing: the car that
smashes into another car is at fault.  If the car in front of you slams
on his brakes, and you smash him because you were to close to allow your
reflexes to handle any eventuality, you are at fault and you will pay -
both for the damages + having it on your record + having your insurance
rates go up.
